Section 3
Formation of the Council
: (1) There will be a National Council for Disaster Risk Reduction and Management to carry out the work related to disaster management effectively.
(2) The constitution of the Council shall be as follows:-
(a) Prime Minister - Chairman (b) Ministers of the Government of Nepal - Members (c) Leader of the Opposition in the House of Representatives - Member (d) Chief Ministers of all states-members (e) Vice-Chairman of the National Planning Commission - Member (f) Chief Secretary to the Government of Nepal - Member (g) Commander-in-Chief, Nepalese Army - Member (h) Secretary to the Ministry - Member (i) Three members nominated by the Council including at least one woman from among the persons who have acquired expertise in the field of disaster management. (j) Executive Head - Member Secretary (3) According to clause (j) of sub-section (2), the term of office of the nominated member will be five years.
(4) Notwithstanding anything contained in sub-section (3), if the work of a nominated member is not satisfactory, the council may remove him from the position of a member at any time. But before removing him from the membership, he should be given a reasonable opportunity to present his justification.
